UPDATE - We've recently heard from Desert Bill, who relates, "I believe it is a lower right corner bracket of the seat on a small work wagon. It's used to tie the reins to when getting off the wagon so the horses can't pull them down under the single tree while not attended. Many people have been injured while trying to retrieve their reins from under the horses. I learned that lesson but not the hard way!"
