The scratching that you see in this even closer view is what's referred to as Numic scratching. The Numic people were more recent Indian tribes who, as they moved into areas abandoned by earlier tribes, typically scratched over the petroglyphs of the original creators. Although we'll most likely never know the real reason for this, many postulate that this was done to negate the potency of these pre-existing images.
