Anyone know the name for this large bush with ocotillo-like leaves?

UPDATE: We recently received an email from Pieter, who swears that he's not a botanist, but who certainly throws those Latin names around a lot! Anyway, he's identified the shrub in this photo as Tetracoccus hallii, or Hall's Purple Bush. Good job, Pieter!
